$\left( \sqrt{K_{a}.C} \right)_{HA} = \left\lbrack H^{+} \right\rbrack_{HCl}$

$\text{Or, }\sqrt{K_{a} \times 0.2} = 4 \times 10^{- 4} \Rightarrow K_{a} = 8 \times 10^{- 7} $$$\therefore K_{b}\text{ of }A^{-} = \frac{10^{- 14}}{8 \times 10^{- 7}} = 1.25 \times 10^{- 8}$$
