As snow falls mass of (trolly + snow) increases ⇒ $\frac{V}{P}$ decreases due to conservation.

no extra force due to Ram on snow in direction of v no extra force due to snow on ram ⇒ due throw of ice ⇒ velocity of trolley in forward direction is not changed.
