$Mn_{x}O_{y} + \frac{y}{2}C \rightarrow xMn + \frac{y}{2}CO_{2}$

$(55x + 16y)g \frac{y}{2} \times 44g $$${\therefore\text{31.6 g} \frac{22y}{55x + 16y} \times 31.6 = 13.2 }{ \Rightarrow x:y = 2:3}$$
