Radius of the circle = Perpendicular distance of (1, 1) from y - 3x = 0
    =
Let the other tangent be y - kx = 0
⇒  Perpendicular distance from (1, 1) = radius
     ⇒ k = 3,
Therefore other tangent is y = x
