A non-accelerated frame is defined as inertial frame.
Due to revolution of earth around sun it is accelerated towards the sun. Hence frame of option (B) is not an inertial frame.
Again due to rotation of earth about its axis a frame of option (D) is also an accelerated frame that is why it cannot be considered an inertial frame.
